There is a Dell OptiPlex 380 that the fan speed will run very high for as much as an hour. I ran Dell diagnostics and everything passed, including the fan. I blew out all the dust from the inside of the computer and the fan still sometimes runs too high. Would a power supply cause the fan to run on high?
