I have been troubleshooting this problem for several months with no luck. My system is a XPS One 2710 BIOS Ver A12 with all the device drivers current. The system is running WIN 8.1 Ver 6.3.9600 Build 9600 updated with all current Microsoft updates and patches.
Last year I purchased two 1TB Seagate external hard drives to use as a local backup (Each drive to contain different files). Both are USB 3.0 with proper cables which I plug into the rear USB ports on the XPS. When I boot the machine up Windows reports all USB Devices working (printer, scanner, both ext Hard Drives). Anywhere from 10 mins to 2 hours and sometimes longer, I hear the computer beep and in the lower left corner a message pops up saying a USB device has failed. (Printer and other devices are not affected and continue to work). I check in device manager for the drives and it tells me "Unknown USB Device (Device Descriptor Request Failed)" The following are details on the failure:

The machine requires a full system reboot to clear this error.
USB selective suspend setting is Disabled
Any ideas would be greatly appreciated. I have run out of ways to troubleshoot this problem.
