Keyboard is different on new Dell

I recently purchased 2 Dell 3000 Series Desktops. One has what I would call a normal keyboard I have seen with every other computer. The other has symbols in different places such as the question mark on the 6 key and the & sign on the 7 key. The question mark does not even work. There is a U with a backwords hyphen above it next to the Z and 2 capital letter E and an A with hyphens. The U with hyphen has shortened the shift key and is driving me crazy. I tried another keyboard but is did not work properly.

How can I get a normal keyboard to work.
