OptiPlex 9020 Micro bandwidth usage

Device / OS: Win7  running on OptiPlex 9020 Micro.

Issue: Router indicated that it was hogging bandwidth.  1st week usage was silent, but noisy fan is engaged during high bandwidth usage. 

Questions:

1) What is the culprit?  Is it one of these Dell Data services that was installed by Dell?  If it were trying to backup files to the cloud, that would explain the bandwidth usage, though I did not configure the machine to backup anything.
