Inspiron One 2330 All-in-One touch keyboard not auto prompting

Hey All,

I have 2 Inspiron 2330 All-in-Ones that are utilized for a number of purposes at the store I run. Very recently (within the last 7 days) both of them have stopped automatically popping-up the touch keyboard when tapping in a text entry field. As far as I know there have not been any updates (we're on Windows 8.1) or any changes made by myself or any of my staff members. 

We're able to pop up the touch keyboard utilizing the icon in the tray, but it's an extra step we'd like to avoid when helping clients. 

I've done a bunch of searching AND tried to talk to Microsoft about it but they were fruitless. Any thoughts on how to get that to work again?
