Dell XPS 8100 USB ports won't work after (partial) Windows 10 upgrade

Could sure use some help. I am about 3/4 of the way through Windows 10 upgrade on a Dell XPS 8100 and after the final reboot all the USB ports are now dead.  The Win 10 page is asking me to click "next" but I cant, so the installation is not complete.  Spoke with Dell and Microsoft and neither could resolve.  I am upgrading from Windows 7 64-bit.  Factory hardware and configuration. Here's what I have done:

1) Power off and back on--did multiple times, always takes me back to the Win 10 "click next" to proceed page

2) Tried multiple keyboards and mice on all 8 ports

3) Powered off, disconnected all cables, held power button down 30 secs, waited 2 minutes, rebooted

4) Tried to F8 into boot page to do a safe boot--wont work

5) Checked BIOS setup pages (Pressed F2 and/or F12)--USB ports are enabled

6) Ran hardware diagnostics on BIOS setup--all checked good

I'm out of ideas.  Since I cant boot Windows I cant get to the device manager page.  There is no serial mouse port so I cant do anything without USB. I can't boot with safe mode to bypass any bad drivers.

I have now read that Dell 8100 is not "approved" for Windows 10 but at this point I am pretty stuck and need to at least get back to Windows 7 with my files in-tact.  I would rather not reinstall Windows 7 as it will overrite my data files.  I do have most backed up but not all (I use Carbonite and it is slow).  I will reinstall if that is my only option.

Any/all recommendations very highly appreciated.  Tim
