Unexpected provider failure. Restarting the service may fix the problem. Error code: 8007001F@02000014 Whenever I start Disk Management - XPS 8700

This is an XPS 8700, with a single 1TB HDD (no MSATA), I7, with 16GB RAM, Win 8.1 64.

This has me stumped and I've been working on it for a while.    As the subject line states, when I launch Disk Manger (in Computer Management) I get 4 Unexpected provider failure. Restarting the service may fix the problem. Error code: 8007001F@02000014  entries in the System Event Log.   Disk Manager does work just fine.   And once VDS is running, I can relaunch Disk Manager with no more errors, but once VDS stops, I'll get the errors again once I launch Disk Manager.

Things I've done:

Hunted down all other issues popping up in event manager and resolved them - this is my last one.

I've updated all the drivers where needed and the BIOS.

I've re-installed Win 8.1 twice to no avail.   The reason I've re-installed twice is that I find conflicting information regarding the order things should be installed. 

I've done a lot of googling and this doesn't seem to be that common of an issue, so I'm somewhat surprised.


Any info anyone can provide will be greatly appreciated.
